为夯实渔业行业基层党建根基，推动党建与渔业产业深度融合，赋能海南现代渔业高质量发展，6月30日，中共海南省渔业协会石斑鱼分会支部委员会成立暨第一次党员大会顺利召开。省农业农村行业党委专职副书记王光福、省农业农村行业党委副书记钟英西、海南省渔业协会党总支全体委员出席会议；东方市农业农村局党委书记、局长胡宗华带队参会；海南省渔业协会副会长、石斑鱼分会主任陈天佑，以及各石斑鱼养殖企业代表列席本次大会。本次大会符合开会规定，经无记名投票，余晓军全票当选石斑鱼分会第一任党支部书记。当选后，余晓军作简短任职表态，承诺抓实支部建设，立足石斑鱼产业服务广大石斑鱼养殖户。
省农业农村行业党委副书记、省渔业协会党总支书记钟英西代表党总支向新成立支部及新任支部书记表示祝贺，希望支部扎实开展党建工作，紧密结合产业发展履职尽责。东方市农业农村局党委书记、局长胡宗华现场致辞。他表示，本次石斑鱼分会党支部成立是全省渔业发展具有里程碑意义的大事，市局高度重视此次会议，所有企事业都必需依靠和服从党组织统筹引领，才能够破解行业分散经营、各自为战的难题，凝聚全行业发展合力。他期待支部扎根东方石斑鱼养殖产业，统筹行业资源，抢抓自贸港发展机遇，充分发挥好又多先锋带头示范效应，带领本地养殖主体走出一条生态高效、抱团增收的渔业高质量发展道路。
省农业农村行业党委专职副书记王光福作总结讲话，并提出三点工作要求：一是强化政治引领，严守海洋生态、水产品质量安全底线，把控产业绿色合规发展方向；二是推动党建产业深度融合，杜绝党建业务“两张皮”，发挥党员先锋作用破解行业发展痛点；三是整合行业资源拓宽产销渠道，擦亮海南石斑鱼特色品牌，带动养殖户共同增收致富。同时，王光福结合当下全省渔业发展严峻形势，重点针对近期大范围赤潮灾害号召行业支部主动靠前帮扶，海南沿海多市县爆发赤潮，海口、昌江、临高、儋州、澄迈等核心养殖区域均受严重影响，养殖水体污染、鱼类大批量死亡，广大养殖户遭受重大经济损失，支部要把防灾复产作为当前核心工作，组织党员技术队伍下沉养殖一线，普及赤潮预警、水体消杀、病害防治，补齐行业防灾短板，引导养殖户提振信心、有序开展自救复产，以党建合力对冲赤潮灾害带来的产业冲击。
大会结束后，现场举行支部揭牌仪式，到场领导共同为支部牌匾揭幕，扎根石斑鱼产业链的红色战斗阵地正式落地。
石斑鱼产业是海南特色优势水产支柱产业，此次石斑鱼分会党支部成立，填补了我省石斑鱼细分产业专属基层党组织空白。协会将依托支部平台，整合技术、产销资源常态化帮扶养殖户，持续健全渔业产业链党建体系，助力海洋渔业转型升级。Party Building Leads to Fisheries Development, Strengthening the Industry's Red Front

To solidify the grassroots party foundation within the fisheries industry, promote deep integration of party building with the fisheries sector, and empower the high-quality development of modern fisheries in Hainan, the inaugural general meeting of party members of the Grouper Branch of the Hainan Fisheries Association was successfully convened on June 30. Wang Guangfu, Deputy Secretary of the party Committee of the Provincial Department of Agriculture and Rural Affairs; Zhong Yingxi, Deputy Secretary of the Party Committee of the Provincial Department of Agriculture and Rural Affairs; and all committee members of the General Party Branch of the Hainan Fisheries Association attended the meeting. Hu Zonghua, Secretary of the Party Committee and Director of the Dongfang City Bureau of Agriculture and Rural Affairs, led a delegation to participate. Chen Tianyou, Vice President of the Hainan Fisheries Association and Director of the Grouper Branch, along with representatives from various grouper farming enterprises, were present as non-voting attendees. The meeting complied with all procedural regulations. Following an uncontested vote, Yu Xiaojun was unanimously elected as the first party Branch Secretary of the Grouper Branch. In his brief inaugural address, Yu Xiaojun pledged to strengthen branch development and serve the broader community of grouper farmers through industry-focused efforts.
Zhong Yingxi, Deputy Secretary of the Party Committee of the Provincial Department of Agriculture and Rural Affairs and Secretary of the General Party Branch of the Fisheries Association, extended congratulations to the newly established branch and its secretary on behalf of the General Party Branch. He urged the branch to carry out party building work thoroughly and fulfill its duties in close alignment with industrial development.
Hu Zonghua, Secretary of the Party Committee and Director of the Dongfang City Bureau of Agriculture and Rural Affairs, delivered a speech. He noted that the establishment of the Grouper Branch Party Branch is a landmark event for fisheries development across the province. The bureau places great importance on this meeting. He emphasized that all enterprises and institutions must rely on and comply with the unified leadership of the party to overcome challenges related to fragmented operations and competition, thereby building cohesive momentum for industry growth. He expressed hope that the branch would anchor itself in Dongfang's grouper farming industry, consolidate sector resources, seize opportunities presented by the Free Trade Port, and fully leverage its vanguard role to guide local farming entities toward an ecologically efficient and collectively prosperous path of high-quality fisheries development.
Wang Guangfu, Deputy Secretary of the Party Committee of the Provincial Department of Agriculture and Rural Affairs, delivered the concluding remarks and outlined three key work requirements: First, strengthen political guidance, rigorously uphold marine ecological and aquatic product quality safety standards, and steer the industry toward green and compliant development. Second, promote deep integration of party building with industrial activities, avoid the disconnect between party affairs and business operations, and leverage the pioneering role of party members to address key industry challenges. Third, consolidate industry resources to expand production and marketing channels, enhance the distinctive Hainan grouper brand, and drive collective income growth for farmers. Furthermore, addressing the current severe situation in provincial fisheries, Wang Guangfu specifically highlighted the recent large-scale red tide outbreaks. He called on the industry branch to proactively provide frontline support. Red tides have erupted across multiple coastal cities and counties in Hainan, including Haikou, Changjiang, Lingao, Danzhou, and Chengmai, severely impacting core farming areas with water contamination and massive fish mortality, resulting in significant economic losses for farmers. He mandated that the branch prioritize disaster prevention and production resumption as its core current task deploying party member technical teams to the front lines to disseminate knowledge on red tide early warning, water disinfection, and disease control; addressing industry gaps in disaster preparedness; guiding farmers to restore confidence; and conducting orderly self-rescue and recovery efforts, using the collective strength of party building to counteract the industrial impact of the red tide disaster.
Following the meeting, an unveiling ceremony for the branch was held on-site, with attending leaders jointly revealing the branch plaque, marking the official establishment of this red combat stronghold embedded within the grouper industry chain.
The grouper industry is a pillar of Hainan's distinctive and advantageous aquatic sector. The establishment of the grouper branch party Branch fills a gap in grassroots party organization for this specialized industry segment within the province. The association will leverage the branch platform to integrate technical and marketing resources for ongoing farmer support, continuously enhance the party-building framework across the fisheries industrial chain, facilitate the transformation and upgrading of marine fisheries, and solidify the red foundation for the development of the Free Trade Port's marine industry.
