Mexico: Sugar Annual

Post forecasts Mexico’s sugar production for marketing year (MY) 2026/27 (October 1 – September 30) at 5.45 million metric tons raw value (MMT-RV), 1 percent higher than the estimate for MY 2025/26. The increased production forecast is based on seasonal rains during the previous MY and a continued recovery of the planted area in MY 2026/27. The National Committee for the Sustainable Development of Sugar Cane (CONADESUCA) has not yet published an official MY 2026/27 forecast. Sugar consumption for MY 2026/27 is forecasted to decrease 1 percent due to the expected initial impact of the 2026 Special Tax on Production and Services (IEPS). Sugar imports are forecasted to decrease 33 percent due to increased tariffs and higher forecasted production. Exports are forecasted to increase by 2 percent as industry is expected to continue sales to the international market. CONADESUCA’s third production estimate for MY 2025/26 is expected during the second half of April.

Philippines: FAIRS Country Report Annual

This report outlines the Philippine Government’s policies regulating the importation of food and agricultural products. It provides U.S. exporters with an overview of the requirements and procedures they need to comply with, in coordination with licensed Philippine importers, to access the Philippine market. The report includes information on labeling, packaging, permitted ingredients, and other relevant considerations. Additionally, it provides points of contact for key Philippine government authorities.

Senegal: Grain and Feed Annual

MY 2026/27 area harvested for Senegal, Mali, and Guinea combined is forecast at 2.0 million HA. Milled rice production is forecast at 3.74 million MT. Both area and production represent a two percent year-over-year increase. Mali accounts for 52 percent of the combined rice production followed by Guinea (30 percent) and Senegal (18 percent). MY 20267/27 imports are forecast to increase less than two percent to 3.54 million tons based on available supply and population growth. In Senegal, unsold rice from the previous season and trade disruptions to fertilizer imports are increasing uncertainty for yields and area planted for the coming season.

Türkiye: Sugar Annual

The Marketing Year (MY) 2026/27 sugar beet planting area is forecast to remain the same as last year, while production is projected to show a slight increase. Centrifugal sugar production is forecast to increase year-on-year to 3.1 million metric tons (MMT) assuming favorable weather conditions. While planting is underway across the country, the government announced the sugar beet production quota for MY 2026/27 at approximately 3 MMT, the same as the previous marketing year.

China: Cotton and Products Annual

Post projects MY 26/27 cotton production at 7.2 MMT, down 4.5 percent on an expected reduction in Xinjiang’s planted area as Beijing modifies its subsidy policy to reduce cotton planting on marginal land. Cotton imports for MY 26/27 are projected at 1.5 MMT, up slightly from the low levels estimated for MY 25/26. U.S. cotton remains subject to a 10 percent tariff affecting all U.S. products.

China: Harbin City Report

Harbin, the capital of northeastern China’s Heilongjiang province, is well known as China’s “ice city;” home to the world-renowned ice and snow sculpture park. It serves as a political, economic, and cultural hub with a unique blend of Chinese and Russian influences, featuring historic architecture, diverse cuisine, and a population of nearly 10 million. The city’s tourism boom in recent years has significantly boosted the demand for imported food. Strong potential for American agricultural products includes beef, seafood, dairy, wine, craft beer, frozen potato products, condiments, as well as ingredients for craft beer brewing, especially those destined for food processing as Harbin is home to China’s largest red meat processor, largest baby formula manufacturer, and oldest brewery.

South Africa: Sugar Annual

FAS Pretoria forecasts that South African sugar production will increase by two percent in Marketing Year (MY) 2026/27 compared to the previous MY, driven by increased cane deliveries. Most sugar mills opened in March and are expected to crush cane through December 2026. In MY 2025/26, sugar imports surged as world sugar prices declined, prompting the government to increase the import tariff on February 13, 2026. As a result, FAS Pretoria expects imports to decline by 24 percent in MY 2026/27. Exports are forecast to drop by 17 percent as the industry prioritizes supplying the domestic market.

Brazil: Brazil Updates Plant Registration Procedures for Animal Food and Feed Facilities

This report outlines updated plant and label registration guidance for U.S. animal food and feed product exporters to Brazil. The USDA Foreign Agricultural Service Office of Agriculturala Affairs (OAA) Brasília will accept state-level issued documentation in order to process U.S. plant registration requests in Brazil.

Canada: Oilseeds and Products Annual

Production of oilseeds (including canola, soybeans, and sunflower seeds) is forecast to decrease four percent in marketing year (MY) 2026/27 over the previous marketing year, to 27.55 million metric tons (MMT). In February 2026, China announced that it will suspend all agricultural tariffs on Canadian canola meal from March 1 through the end of 2026. On February 28, China announced that it will lower its anti-dumping tariff on Canadian canola seed to 5.9 percent from the 75.8 percent imposed in August 2025. Canola oil continues to be subject to a tariff of 100 percent. Several regulatory changes are expected to boost vegetable oil domestic consumption and exports in MY 2025/26 and MY 2026/27, primarily for its use as a biofuel feedstock.

China: Hardwood Market Update 2026

China’s hardwood demand declined in 2025 due to slower economic growth and a prolonged real estate downturn, reducing both construction activity and consumer spending. U.S. hardwoods continue to be viewed as premium products but face declining demand as middle- and upper-income consumers cut back spending and manufacturers shift toward lower-cost domestic and third-country alternatives. Policy disruptions—including China’s temporary import ban on U.S. logs—further reduced U.S. market share. Despite these challenges, U.S. hardwoods remain competitive for consumers and firms that value quality, durability, and sustainability.

Malaysia: Grain and Feed Annual

Malaysia’s grain and feed demand is projected to strengthen in MY2026/27, driven by continued expansion in the poultry sector and steady food consumption growth. Corn consumption is expected to increase, supported by rising feed demand and protein substitution toward poultry, sustaining high import requirements. Wheat consumption is also expected to grow, reflecting expansion in the food processing sector and stronger demand for convenient and healthier wheat-based products. With no domestic production for corn and wheat, imports will continue to rise to meet demand, while exports remain limited and largely driven by re-exports. Rice production is forecast to show only modest growth, reinforcing Malaysia’s continued reliance on imports to balance consumption, with stocks maintained at manageable levels.

Vietnam: Vietnam Updates Regulatory Framework for Agricultural Biotechnology

On January 26, 2026, the Government of Vietnam (GVN) issued Decree 43/2026/ND-CP, significantly amending the regulatory framework for agricultural biotechnology. Implementing Law 146/2025/QH15, the Decree streamlines approval procedures for genetically engineered (GE) food and feed products and establishes a self-determination process for gene-edited crops. This report provides an overview of recent developments in Vietnam's agricultural biotechnology regulations.
