On April 25, Liu Xiaolei, Party Secretary of the Agriculture and Rural Affairs Industry Committee of Hainan Province, led a delegation to the Hainan Fisheries Association for research and discussion. Wang Guangfu, Full-time Deputy Secretary of the Committee, Liu Baolei from the Rural Cooperative Economy Guidance Division, and Mo Kun from the Fisheries Economic Development Division accompanied the visit. The President, senior advisors, vice presidents of the Association, and representatives of member enterprises attended the meeting.
会前，海南省农业农村行业党委书记柳晓磊书记一行实地参观了省渔业协会党建文化建设、宣传阵地及办公场所，对协会阵地建设和日常工作予以积极评价。
Before the meeting, Liu Xiaolei and the delegation visited the Party-building cultural facilities, publicity platform, and office area of the Hainan Fisheries Association, and gave positive recognition to the Association’s infrastructure development and daily work.
会上，协会会长首先介绍了海南省渔业协会基本发展概况，并汇报协会各项工作开展情况。协会始终坚持党建引领、实干担当，常态化开展政策学习、树立正确政绩观，党员培训、廉政教育及主题活动，规范组织管理、履行社会责任，推动党建与行业经济发展深度融合。自2022年8月疫情以来，在省农业农村行业党委带领下，协会组织党员赴临高武连渔港、儋州白马井中心渔港、乐东莺歌海中心渔港、三亚崖州中心渔港、陵水英州镇等沿海一线，为防疫一线工作人员捐赠医用口罩、矿泉水、食品等价值18万元的防疫物资，以实际行动践行初心使命，彰显基层党组织战斗力。
During the meeting, the President of the Association introduced the basic development of the Hainan Fisheries Association and reported on its key work achievements. The Association has consistently strengthened Party-building leadership, carried out policy learning, Party member training, integrity education, and themed activities, while promoting organizational management and social responsibility. Since the COVID-19 outbreak in 2022, under the guidance of the Provincial Agriculture and Rural Affairs Industry Committee, the Association organized Party members to support key coastal fishing ports and donated epidemic prevention supplies worth RMB 180,000, demonstrating strong grassroots Party responsibility and practical commitment.
依托党建工作强根基、聚合力，协会以党建统领日常各项工作开展，全方位赋能渔业行业高质量发展：一是常态化开展调研考察与行业服务，精准赋能产业发展。协会持续深入全省12个重点渔业市县开展一线调研，先后赴广东、福建、山东、浙江、深圳等地学习先进经验，多次参与省人大、省委海洋委专题调研，深度参与渔船管理改革、渔业法修订、休闲渔业管理办法制定等政策研讨，累计承办海钓大赛、产业论坛、招商推介、产销对接等重大活动10余场，有效扩大海南渔业行业影响力，为政府科学决策、企业稳健经营提供坚实支撑。
By strengthening its foundation through Party-building, the Association has integrated Party leadership into all daily work to support the high-quality development of the fisheries industry. It has carried out regular field research and industry services across 12 key fisheries cities and counties in Hainan, visited Guangdong, Fujian, Shandong, Zhejiang, and Shenzhen to learn advanced practices, and participated in major policy discussions on fishery management reform, fisheries law revision, and recreational fishery regulations. The Association has also organized more than 10 major events, including sea fishing competitions, industry forums, investment promotion, and production-sales matchmaking activities, providing strong support for government decision-making and enterprise development.
二是自2024年以来，协会积极搭建银协、银企对接平台，先后与中国银行海南省分行、浦发银行、海南农商银行各分行等多家金融机构深化合作，针对性开发渔船贷、养殖贷、捕捞专项贷、渔业产业链信贷等专属金融产品，有效破解渔民、渔业养殖企业、捕捞企业融资难、融资贵问题，切实强化金融助渔支撑保障。
Since 2024, the Association has actively built cooperation platforms between banks and fisheries enterprises, strengthening partnerships with the Bank of China Hainan Branch, Shanghai Pudong Development Bank, Hainan Rural Commercial Bank, and other financial institutions. It has promoted specialized financial products such as fishing vessel loans, aquaculture loans, fishing industry loans, and fisheries supply chain credit, effectively helping fishermen and fisheries enterprises solve financing difficulties and reducing financing costs.
三是全力推进渔港经济区建设取得重大突破。协会主动牵头推进总投资40.58亿元的东方感恩国际渔港项目，全程参与项目策划、规划汇报、多方协调与落地保障，推动项目纳入省级渔港经济区重点储备，协助对接政策与资金支持，完成前期工程及防灾减灾招标，实现从蓝图谋划到全面开工建设的重大突破，同时，协助推进儋州排浦中心渔港、澄迈新型渔港、海口三联渔港等全省重点渔港升级改造，联动海洋牧场、深远海养殖、冷链物流、渔旅融合等业态，全力构建现代化渔港经济体系，为海南渔业集聚化、规模化发展筑牢核心支撑。
The Association has also made major progress in promoting the construction of fishery port economic zones. It took the lead in advancing the Dongfang Ganen International Fishing Port Project, with a total investment of RMB 4.058 billion, by participating in project planning, coordination, and implementation support. The project was included in the province’s key reserve projects for fishery port economic zones, with support for policy and funding coordination, achieving a major breakthrough from planning to full-scale construction. At the same time, the Association assisted in upgrading key fishing ports across Hainan, including Danzhou Paipu Central Fishing Port, Chengmai New Fishing Port, and Haikou Sanlian Fishing Port, helping build a modern fishery port economic system for the province.
四是积极推动渔业交易平台建设，深化与贵州华夏生态交易中心、深圳国际金枪鱼交易中心、中国东盟水产品交易中心合作，构建集中交易、质量溯源、品牌展示、线上线下一体化的流通体系，全面提升海南渔业市场化、标准化、品牌化水平，各项工作扎实落地、成效显著。
The Association has actively promoted the construction of fisheries trading platforms by strengthening cooperation with Guizhou Huaxia Ecological Trading Center, Shenzhen International Tuna Exchange Center, and the China-ASEAN Aquatic Products Trading Center. It has helped build an integrated circulation system combining centralized trading, quality traceability, brand promotion, and both online and offline services, significantly improving the marketization, standardization, and branding of Hainan’s fisheries industry.
五是深耕宣传阵地，办好行业刊物与新媒体平台。《海南渔业》杂志至今已出版10期、累计发放约8000余册，协会官方公众号累计推送渔业行业各类资讯576篇，现有关注用户964人。全方位解读渔业政策、展示行业发展成果，持续提升协会对外影响力与社会公信力。
The Association has also strengthened its publicity platforms by improving industry publications and new media channels. Hainan Fisheries magazine has published 10 issues with more than 8,000 copies distributed, while the Association’s official WeChat public account has released 576 fisheries-related updates and now has 964 followers. These platforms help interpret fisheries policies, showcase industry achievements, and continuously enhance the Association’s public influence and social credibility.座谈会上，协会顾问、企业代表围绕党建工作、水产养殖、海洋捕捞、渔业加工、渔业融资、海南渔业发展定位六个方面深入交流研讨，聚焦行业发展堵点、生产经营难点、政策落地堵点提出具体诉求与意见建议。省农业农村厅各相关业务处室负责同志认真听取诉求、逐项记录问题，结合分管领域逐一回应关切，并表示将对收集到的意见建议系统梳理、专题研究、细化举措、跟踪督办，切实把调研成果转化为解决问题、改进工作、服务渔业高质量发展的实际成效。During the discussion, Association advisors and enterprise representatives held in-depth exchanges on Party-building, aquaculture, marine fishing, fishery processing, fishery financing, and the development positioning of Hainan’s fisheries industry. They raised specific suggestions and practical concerns regarding industry development, production challenges, and policy implementation. Officials from the Department of Agriculture and Rural Affairs carefully listened, recorded each issue, responded to key concerns, and stated that the collected suggestions would be systematically reviewed and followed up to support the high-quality development of Hainan’s fisheries industry.

一、坚持以正确政绩观为引领，切实加强党的建设
牢固树立和践行正确政绩观，持续加强协会党组织建设，以高质量党建引领协会各项工作开展。立足渔业行业发展实际，强化责任担当、务实履职尽责，切实发挥基层党组织战斗堡垒作用，以扎实作风和实干成效推动协会工作提质增效。
1. Uphold a Correct Performance Outlook and Strengthen Party Building
The Association should firmly uphold a correct performance outlook, continuously strengthen Party organization development, and use high-quality Party building to guide all its work. Based on the actual needs of the fisheries industry, it should enhance responsibility, fulfill its duties with practical action, and fully play the role of grassroots Party organizations in improving work quality and efficiency.二、强化政策宣传解读，把协会打造成政策宣传的重要平台
着力解决政策宣传盲区问题，非涉密文件争取及时发放至各协会，通过协会微信群快速直达企业和渔民，提高政策传播效率；建立政策反馈机制，及时收集行业堵点难点，动态优化完善政策，推动惠渔政策真正落地见效。
2. Strengthen Policy Promotion and Build the Association into an Important Policy Communication Platform
The Association should improve policy publicity and interpretation, ensure timely delivery of non-confidential policy documents to member associations, and use communication platforms to quickly share information with enterprises and fishermen, improving policy transmission efficiency. It should also establish a policy feedback mechanism to collect industry challenges, optimize policies dynamically, and ensure that fisheries support policies are effectively implemented.
三、从严规范协会建设，充分发挥桥梁纽带作用
紧扣协会商会规范建设年要求，严格落实亲清政会关系正面清单、负面清单，推动协会规范运行；强化协会履职能力，主动承接政策宣传、行业培训、沟通协调等职能，提升服务质效和行业治理水平，服务海南自贸港海洋经济发展。3. Strengthen Standardized Association Development and Fully Play the Role of a Bridge and Link
The Association should strictly follow the requirements for standardized development, strengthen clean and transparent government-association relations, and promote efficient and well-organized operations. It should enhance its service capacity by actively undertaking policy promotion, industry training, and communication coordination, improving service quality and industry governance to support the development of Hainan Free Trade Port’s marine economy.
本次调研座谈，充分体现了主管部门对渔业行业和协会工作的高度重视与有力指导。海南省渔业协会积极发挥桥梁纽带作用，及时反映企业诉求与行业发展难题，有效搭建起政企沟通、问题共解的务实平台。下一步，协会将深入贯彻落实习近平总书记关于推动海洋经济高质量发展的重要讲话精神，牢记总书记“推进中国式现代化，必须高效开发利用海洋，推动海洋经济高质量发展，走出一条具有中国特色的向海图强之路” 的重要指示，紧扣冯飞书记提出的关于向海洋要生产力、向海洋要增长点的工作要求，持续凝聚行业共识、明晰发展路径，以更实举措推动海南渔业转型升级、提质增效，为海南海洋经济高质量发展贡献更大力量。
This research visit and discussion fully reflected the strong attention and guidance of the relevant authorities toward the fisheries industry and the work of the Association. The Hainan Fisheries Association has actively played its role as a bridge between government and enterprises by promptly reflecting industry concerns and development challenges, creating an effective platform for communication and problem-solving. Moving forward, the Association will continue to promote the high-quality development of the marine economy, strengthen industry cooperation, clarify development paths, and take more practical measures to support the transformation, upgrading, and sustainable growth of Hainan’s fisheries industry, contributing greater strength to the high-quality development of Hainan’s marine economy.
