2026年3月19日至27日，联合国附属亚太空间科技教育区域中心（中国）（RCSSTEAP）组织代表团赴埃塞俄比亚开展合作交流。本次出访由联合国附属亚太区域中心GNSS方向责任专家杨东凯教授带队，并有其指导的国际学生、来自埃塞俄比亚的GEDEFAW DAWIT KASSAW随团参与。
此次出访围绕两项重点任务展开：
一、落实国家重点研发项目中非联合实验室建设，推动北斗高精度自动驾驶农机在非洲的示范应用；
二、与埃塞俄比亚航天局深化对接，拓展联合国附属亚太区域中心在教育培训、能力建设及国际合作网络方面的布局。
From March 19 to 27, 2026, the Regional Centre for Space Science and Technology Education in Asia and the Pacific (China) (Affiliated to the United Nations), organized a delegation to Ethiopia. The delegation was led by Professor Yang Dongkai, GNSS lead expert of the Centre, and included GEDEFAW DAWIT KASSAW, an Ethiopian international student under his supervision.
The mission focused on two key objectives: advancing the China–Africa joint laboratory under a national key R&D program by promoting the application of BeiDou-enabled precision agricultural machinery, and strengthening engagement with the Ethiopian Space Science and Geospatial Institute in capacity building, education, and international cooperation.
Successful Field Demonstration of BeiDou Smart Agriculture
在联合国附属区域中心统筹下，上海华测导航技术股份有限公司作为产业合作伙伴参与本次任务，携北斗高精度农机自动驾驶设备开展现场测试。埃塞俄比亚农业研究院Girmma教授团队在约400公顷农场开展了为期三天的实地试验。
测试分阶段推进：第一天完成设备安装、参数测量与系统校准；第二天在农田中开展路径规划、重复作业及自动驾驶功能测试；第三天针对现场问题进行优化，并在不同土壤湿度条件下开展验证作业。
测试结果表明，该设备能够稳定适应当地农业生产环境，作业效果获得埃方高度评价，同时积累了大量宝贵的一线数据与实践经验，为后续技术优化提供了重要支撑。
Coordinated by RCSSTEAP, Shanghai Huace Navigation Technology Ltd. joined as an industry partner, bringing BeiDou-enabled high-precision auto-steering equipment for field testing. The Ethiopian Institute of Agricultural Research (EIAR), led by Professor Girmma, conducted a three-day field experiment on a 400-hectare farm.
The testing was carried out in phases: installation and calibration on Day 1; field testing of path planning and autonomous operations on Day 2; and optimization under varying soil conditions on Day 3.
The results demonstrated stable performance under local agricultural conditions, achieving a high rating from Ethiopian partners, while also generating valuable field data for future research and development.
Towards a New Model of Smart Agriculture Cooperation in East Africa
在试验总结会上，双方围绕农业数字化、国际合作、技术集成及端到端应用等方向展开深入交流。埃塞方提出，其国家农业发展战略高度重视数字化与国际合作，这与联合国附属亚太区域中心推动空间技术应用与能力建设的目标高度契合。
双方一致认为，可在现有合作基础上，探索建设“东非北斗智能农机应用推广中心”，推动北斗技术与遥感、小卫星、数据通信等多领域技术融合，服务精准农业与智慧农业发展。
At the review meeting, both sides discussed agricultural digitalization, international cooperation, system integration, and end-to-end applications. These priorities align closely with RCSSTEAP’s mission of advancing space technology applications and capacity building.
Both parties agreed to explore the establishment of an “East Africa BeiDou Smart Agriculture Application Center,” integrating BeiDou with remote sensing, microsatellite, and data communication technologies to support precision and smart agriculture.

Building and Training
针对埃方提出的能力建设需求，联合国附属亚太区域中心表示，将充分发挥其在联合国框架下开展教育与培训的优势，联合高校与企业资源，开展线上与线下相结合的多层次培训体系，全面提升当地工程师和技术人员能力。
同时，双方一致认为，应避免“设备引进但能力不足”的问题，通过持续培训与技术支持，确保技术能够长期稳定应用。
联合国附属亚太区域中心还强调，在人工智能时代，一线作业数据与实践经验具有重要价值，应通过人才培养与数据积累，推动技术持续创新发展。
In response to local needs, RCSSTEAP reaffirmed its commitment to capacity building by leveraging its strengths in international education and training, working with academic and industry partners to deliver structured training programs.
Both sides emphasized the importance of avoiding gaps between technology deployment and local capacity, ensuring long-term sustainability through continuous training and support.
The Centre also highlighted the critical role of field data and practical knowledge in the era of artificial intelligence.
Expanding Cooperation with the Ethiopian Space Agency
访问期间，代表团与埃塞俄比亚航天局多位负责人进行了深入交流，围绕教育培训、GNSS基准站建设及技术合作等达成初步共识，并重点探讨了其参与联合国附属亚太区域中心理事会机制的可能性。
双方还就联合开展暑期培训项目、推动师资交流以及技术应用合作等形成初步合作意向。
During the visit, the delegation held in-depth discussions with senior officials of the Ethiopian Space Science and Geospatial Institute, reaching preliminary agreements on training programs, GNSS infrastructure development, and technical cooperation.
The possibility of Ethiopia joining the Centre’s governance framework was also explored, along with joint summer training programs and academic exchange initiatives.
Expanding Research Collaboration
and Talent Exchange
在学生Dawit的协助沟通下，代表团与航天局遥感信息处理及空间科学领域专家进行了交流，探讨开展农业产量估计与作物监测相关合作，并就联合科研与论文合作达成初步共识。
此外，相关专家表达了参与区域中心暑期学校及长期来华开展学术交流的意愿，为未来人才合作与学术互动奠定基础。
With Student Dawit facilitating communication, the delegation also engaged with experts in remote sensing and space science, exploring collaboration on crop monitoring and yield estimation, as well as joint research and publications.
Several experts expressed interest in participating in RCSSTEAP’s summer school and future academic exchange programs.
Promoting Multi-Stakeholder Collaboration
在联合国附属亚太区域中心协调下，代表团还与当地数据服务企业建立联系，拟联合航天局、农业研究所及相关合作伙伴，共同推动北斗智能农机与物联网技术融合应用，服务埃塞农业数字化与信息化发展。
Under the coordination of the RCSSTEAP, the delegation also established connections with local data service enterprises. It is proposed to work jointly with the space agency, EIAR, and relevant partners to promote the integrated application of BeiDou-enabled intelligent agricultural machinery and Internet of Things (IoT) technologies, in support of the digitalization and informatization of agriculture in Ethiopia..
此次出访充分体现了联合国附属亚太区域中心在联合国框架下推动空间技术能力建设与国际合作的重要作用。通过技术示范与能力建设相结合，共建空间创新基础设施，联合国附属亚太区域中心将持续推动空间技术在发展中国家的应用，为全球可持续发展贡献力量。
The mission highlights RCSSTEAP’s important role in advancing capacity building and international cooperation under the United Nations framework. Through the integration of technology demonstration and capacity building, and by jointly developing space innovation infrastructure, the Centre will continue to promote the application of space technology in developing countries and contribute to global sustainable development.
