Sierra Leone's Minister of Fisheries, Princess Dugba, visited Guangzhou for an inspection tour and extended a sincere invitation to Chinese enterprises to jointly develop the fisheries sector in West Africa.

From May 12 to 19,2025, Mrs.Princess Dugba, Minister of Fisheries and Marine Resources of Sierra Leone, led a four-member delegation to Guangzhou for an eight-day comprehensive inspection and exchange activity covering the entire fisheries industry chain. The core members of the delegation included: Head of the Delegation Mrs.Princess Dugba; Mr.Fyeston M. Bockary, Governance Coordinator at the Presidential Office for Infrastructure Initiatives of Sierra Leone; Mr.Sahar Samuel Ben Dugba, an information and communication technology expert from Sierra Leone; and Chang Xiaoxia, General Manager of Sierra Leone's DUMUPAT Resource Cooperation Limited. The reception and tour arrangements in Guangzhou were fully supported by the Economic and Commercial Center of the Republic of Sierra Leone in China (Guangzhou).Centered on the theme "Learning Advanced Practices, Drawing on Development Models, and Promoting China-Sierra Leone Cooperation," the event aimed not only to draw on China's practical expertise for upgrading Sierra Leone's fisheries sector but also to build a bridge for investment cooperation between the two countries through this visit, attracting high-quality Chinese enterprises to invest and operate in Sierra Leone, thereby jointly exploring new avenues for development.

Upon the arrival of Minister Mrs.Princess Dugba and her delegation in Guangzhou, Mr.Weng Gang, Executive Deputy Director of the Economic and Commercial Counselling Center of the Embassy of Sierra Leone Guangzhou P.R.C., led a team to welcome them at the airport, ensuring a smooth itinerary through meticulous services. The delegation's first stop was the Guangdong General Chamber of Commerce in Africa, where they examined fishery cooperation projects, Guangdong-Africa infrastructure collaboration experiences, and digital trade platforms, gaining comprehensive insights into the robust economic ties and vibrant corporate investment ecosystem between Guangdong and Africa.

At the subsequent welcome banquet, the delegation engaged in informal discussions with representatives from Guangzhou enterprises on topics including seafood processing, industrial park development,and smart fisheries. Minister Mrs.Princess Dugba conveyed Sierra Leone's positive stance in welcoming investment and pursuing shared development on behalf of the delegation. Chang Xiaoxia provided detailed information about the 1,260-mu (approximately 190 hectares) fisheries industrial park. Weng Gang, Executive Deputy Director of the Sierra Leone Economic and Commercial Center in China (Guangzhou), offered constructive suggestions and proposals for the park's development based on domestic experience in industrial park construction, fostering a conducive atmosphere for subsequent visits, learning opportunities, and potential collaborations.

2026 年 5 月 13 日：到广州国际医药港学经验，探索海产贸易与冷链模式May 13,2026: Visit Guangzhou International Medical Port to Learn from Its Experience and Explore Marine Trade and Cold Chain Models在商务中心的协助对接下，考察团走进广东广州国际医药港，在医药港领导的介绍下， 了解到目前该医药港汇集了近 2000 家商户， 整个干货市场的建设体量在全国领先。考察团详细询问鱼胶、海参等海产干货的市场流通情况， 为塞拉利昂同类产品的销售提供了广阔的空调。下来可以进一步探讨，在该医药港建立塞拉利昂对华产品销售基地。吸引更多的中国商家到塞拉利昂进行海产品加工。
With the assistance of the business center, the delegation visited the Guangzhou International Pharmaceutical Port in Guangdong. Under the introduction of the port's leadership, they learned that the port currently hosts nearly 2,000 merchants, with its dry goods market boasting the largest scale nationwide. The delegation inquired in detail about the market circulation of seafood products such as fish glue and sea cucumbers, providing broad prospects for the sales of similar Sierra Leonean products. Further discussions could focus on establishing a sales base for Sierra Leonean products destined for China within the pharmaceutical port, thereby attracting more China-based merchants to process seafood in Sierra Leone.
下午，考察团到访广州港集团黄沙水产中心，实地观摩冷链仓储管理系统与水产批发市场运营模式，重点了解冷链基建规划审批流程、食品安全数字化追溯技术及冷链保鲜技术对水产品附加值提升的作用，为塞拉利昂水产品流通体系优化积累全方位经验。
In the afternoon, the delegation visited the Huangsha Aquatic Products Center of Guangzhou Port Group, where they observed firsthand the cold-chain warehousing management system and the operational model of the aquatic products wholesale market. They focused on understanding the approval process for cold-chain infrastructure planning, the role of digital food safety traceability technology, and the impact of cold-chain preservation techniques in enhancing the added value of aquatic products, thereby accumulating comprehensive experience for optimizing Sierra Leone's aquatic product distribution system.
2026 年 5 月 15 日：南沙取真经，借鉴产业园区建设及渔食品加工经验May 15,2026: Learning from Nansha's Best Practices, Drawing on Experience in Industrial Park Development and Fish & Food Processing考察团在商务中心协助下走访恒兴食品 （广州） 有限公司， 全程观摩水产品精深加工生产线， 重点记录加工工艺优化、生产线布局经验及 HACCP 质量管理体系应用、生产流程数字化管理方案，为塞拉利昂渔业产业规模化发展提供参考。
With assistance from the Business Center, the delegation visited Hengxing Food (Guangzhou) Co., Ltd., where they thoroughly observed the advanced deep-processing production line for aquatic products.They focused on documenting improvements in processing techniques, best practices for production line layout, implementation of the HACCP quality management system, and digital management solutions for production workflows, providing valuable insights for the scaled development of Sierra Leone's fisheries industry.
在南沙区渔业产业园，考察团参观现代化养殖基地与预制菜生产车间。专题座谈会上，广州市农业农村局主要领导解读中国渔业产业扶持政策，代表团介绍塞拉利昂渔业产业升级规划及 1260 亩渔业示范园的共建需求与投资潜力，就园区基建审批流程、配套支持政策及智慧养殖数字化管理经验等话题深入交流，为中国企业赴塞参与园区共建提供清晰思路。
At the Nansha District Fisheries Industrial Park, the delegation visited modern aquaculture bases and ready-to-eat meal production workshops. During a thematic symposium, senior officials from the Guangzhou Municipal Agriculture and Rural Affairs Bureau explained China's fisheries industry support policies. The delegation presented Sierra Leone's fisheries industry upgrading plan and the joint development requirements and investment potential of its 1,260-mu (approximately 84 hectares) fisheries demonstration park. In-depth discussions covered topics such as infrastructure approval procedures for the park,supporting policies, and digital management experiences in smart aquaculture, providing clear guidance for Chinese enterprises participating in the park's joint development.

Under the coordinated efforts of the Economic and Commercial Counselling Center of the Embassy of Sierra Leone Guangzhou P.R.C., the delegation visited Desheng Technology, introducing a groundbreaking "digital gene" to the 1,260-acre fisheries industrial park. This marks a complete transformation of the traditional African fisheries model, establishing a fully digitalized closed-loop system covering "breeding, aquaculture, processing, and distribution." Transitioning from "traditional fishing" to "smart fish tanks," the project sets a new benchmark for Sino-African digital trade and economy while exploring the feasibility of collaborating with China enterprises for localized production.

From May 13 to 19, building on the findings from multiple days of visits and study tours, the delegation held closed-door exchanges with relevant industry experts under the organization of the Business Center. They systematically reviewed Guangzhou's comprehensive experience in developing its entire fisheries industry chain, clarified the overall direction for Sierra Leone's industrial upgrading, refined the implementation details of the 1,260-mu fisheries demonstration park, proposed reference plans for infrastructure projects, and explored approaches to digital management applications for smart fisheries.Together, they discussed policy support measures and cooperation models to attract China enterprises to invest in Sierra Leone.
5 月 19 日， 考察团召开总结会， Mrs. Princess Dugba 部长高度肯定本次广州考察成果， 对塞拉利昂共和国驻华 （广州） 经济商务中心的精心协助与行程安排表示感谢。她强调， 代表团从多维度汲取了宝贵经验， 广州的发展模式为塞拉利昂渔业现代化提供了全面蓝本，期待中国企业能参与到塞拉利昂渔业产业升级与示范园建设中。翁岗副主任表示， 商务中心将持续发挥桥梁纽带作用， 为中塞渔业交流与投资对接提供全方位协助， 助力双方实现经验共享、产业共建、互利共赢。
On May 19, the delegation held a summary meeting. Minister Mrs.Princess Dugba highly commended the outcomes of t he Guangzhou visit and expressed gratitude for the meticulous assistance and itinerary arrangements provided by the Sierra Leone Economic and Business
Center in China (Guangzhou). She emphasized that the delegation had gained valuable insights from multiple perspectives, noting that Guangzhou's development model serves as a comprehensive blueprint for the modernization of Sierra Leone's fisheries sector. She looked forward to the participation of China enterprises in upgrading Sierra
Leone's fisheries industry and constructing demonstration parks. Deputy Director Weng Gang stated that the Business Center would continue to play a bridging role, offering comprehensive support for Sino-Sierra Leonean fisheries exchanges and investment collaboration, thereby
facilitating experience sharing, joint industrial development, and mutual benefits for both sides.

Sierra Leone boasts a 560-kilometer golden coastline with abundant yet underdeveloped fishery resources, producing high-quality aquatic products such as bonga fish, tuna, and shrimp. The fisheries sector contributes approximately 10% to the country's GDP, serving as a pillar industry and a key area of national development. Under the leadership of Minister Mrs.Princess Dugba, Sierra Leone is vigorously advancing the standardization and modernization of its fisheries sector, urgently requiring advanced technologies, mature management models, and quality investments. The government has introduced a series of investment incentive policies—including tax reductions, land incentives, and streamlined approval procedures—to create extensive development opportunities for foreign enterprises.
