为深入贯彻落实习总书记提出的大力推动海洋经济高质量发展重要指示精神,落实省委冯飞书记提出的向海洋要生产力和增长点的工作要求,在省农业农村厅相关领导悉心指导下,海南省渔业协会牵头组织,联合12个市县农业农村局、金融管理部门、华域风控、相关行业协会及银行、保险机构,于2026年4月16日—28日,赴海口、澄迈、乐东、文昌、万宁、琼海、儋州、昌江、陵水、三亚、临高、东方等全省12个市县,开展海南省海水养殖产业风险保障与金融支持体系专项调研,全面了解产业底数、风险痛点与金融需求,为海南渔业提质增效、绿色可持续发展提供坚实支撑。同时受到省农业农村厅的大力支持,以及12个市县各级政府、农业农村局等有关部门领导的极力相助。
本次调研以座谈交流、实地走访、数据采集、一对一访谈、多方联席研讨相结合方式开展,覆盖规模化企业、合作社等不同经营主体,累计座谈及走访调研50多家代表性养殖企业,系统采集生产经营、成本收益、历史损失、风险管理、融资需求等全维度数据,精准梳理台风、病害、市场波动、融资难等突出问题 。
调研期间,工作组先后召开市县部门与企业座谈会,深入养殖基地、种苗场、工厂化车间查看生产实况,详细了解对虾、石斑鱼、东风螺等主导品种养殖模式、成本结构、销售渠道及风险应对现状;同步组织风控平台、保险、银行开展专题研讨,围绕数字化风控、综合性保险、保单质押信贷等关键环节,探索构建“数字化风控+综合性保险+银行信贷”三位一体渔业风险保障与金融支持新模式,破解养殖主体“无账、无保、无钱”及金融机构“不敢贷、不愿贷”等行业痛点 。
为确保调研质量、高效推进工作,调研团队分别于4月21日、4月29日召开阶段性小结会与总结会,梳理数据、汇总问题、提炼建议,形成完整调研成果体系。
下一步,海南省渔业协会将牵头汇总调研数据,联合各方加快编制有关报告,同步报送省农业农村厅、财政厅、中国渔业互保协会,三路并进推动政策落地、产品创新与技术创新,以数字化、金融化、保险化协同赋能,为海南海洋经济高质量发展注入强劲动力,切实落实并有效解决海水养殖企业贷款难、渔业养殖保险难等突出问题。
Unlocking Productivity from the Ocean, Hainan Provincial Fisheries Association Leads Special Research on Marine Aquaculture Across 12 Cities and Counties
To thoroughly implement the important directives of President Xi on vigorously promoting the high quality development of the marine economy, and to carry out the work requirements proposed by Provincial Party Secretary Feng Fei to seek productivity and new growth drivers from the ocean, under the careful guidance of relevant leaders from the Provincial Department of Agriculture and Rural Affairs, the Hainan Provincial Fisheries Association took the lead in organizing this initiative. In collaboration with the agricultural and rural bureaus of 12 cities and counties, financial regulatory authorities, risk control Ltd companies, relevant industry associations, as well as banking and insurance institutions, a special research program was conducted from April 16 to April 28, 2026. The team visited 12 cities and counties across the province, including Haikou, Chengmai, Ledong, Wenchang, Wanning, Qionghai, Danzhou, Changjiang, Lingshui, Sanya, Lingao, and Dongfang, to carry out a dedicated study on risk protection and financial support systems for Hainan’s marine aquaculture industry. The initiative aimed to comprehensively understand the industry’s baseline conditions, key risk challenges, and financial needs, thereby providing strong support for improving quality and efficiency as well as promoting green and sustainable development of Hainan’s fisheries sector. The effort also received strong support from the Provincial Department of Agriculture and Rural Affairs, as well as active assistance from governments and relevant departments across the 12 cities and counties.
This research was conducted through a combination of symposium discussions, field visits, data collection, one to one interviews, and multi party joint consultations. It covered a wide range of operational entities including large scale enterprises and cooperatives. In total, more than 50 representative aquaculture enterprises were engaged through meetings and site visits. Comprehensive and systematic data were collected covering production and operations, cost and revenue structures, historical losses, risk management practices, and financing needs. Key issues such as typhoons, disease outbreaks, market fluctuations, and financing difficulties were carefully identified and analyzed.
During the research period, the working group organized meetings between local government departments and enterprises, conducted in depth visits to aquaculture bases, hatcheries, and industrial production facilities, and closely examined real production conditions. Detailed insights were obtained regarding farming models, cost structures, sales channels, and risk response strategies for major species such as shrimp, grouper, and Dongfeng snails. At the same time, specialized discussions were conducted with risk control platforms, insurance institutions, and banks, focusing on key areas including digital risk management, comprehensive insurance solutions, and policy backed financing. Efforts were made to explore and develop an integrated model that combines digital risk management, comprehensive insurance, and bank credit into a unified system for fisheries risk protection and financial support. This approach aims to address key industry challenges faced by aquaculture operators, including lack of accounting records, lack of insurance coverage, and insufficient funding, as well as the reluctance or constraints faced by financial institutions in providing loans.
To ensure research quality and promote efficient progress, the research team held interim review meetings on April 21 and a final summary meeting on April 29. These meetings focused on organizing data, consolidating key issues, refining recommendations, and forming a complete and structured set of research outcomes.
Looking ahead, the Hainan Provincial Fisheries Association will take the lead in consolidating research data and, in collaboration with all stakeholders, accelerate the preparation of relevant reports. These will be submitted to the Provincial Department of Agriculture and Rural Affairs, the Department of Finance, and the China Fishery Mutual Insurance Association. Through coordinated efforts in advancing policy implementation, product innovation, and technological innovation, supported by the integration of digital tools, financial mechanisms, and insurance solutions, the initiative aims to inject strong momentum into the high quality development of Hainan’s marine economy. It will also effectively address key challenges such as difficulties in obtaining loans for aquaculture enterprises and limited access to fisheries insurance.
