Loudi Agri Visits Kayonza District Government for Discussions on Agricultural Cooperation
4月30日，娄氐农业卢旺达公司总经理张斌带队拜会卢旺达东部省卡永扎市政府，同卡永扎市副市长朱尔斯·希吉罗就推动农业合作项目落地实施进行座谈。卡永扎市农业与自然资源局局长穆哈伊马纳·西普里安，娄氐农业首席农艺师刘建新参加座谈。
On April 30, Zhang Bin, Managing Director of Loudi Agricultural Development Limited Rwanda, led a delegation to visit the Kayonza District Government in Eastern Province, Rwanda, and held discussions with Jules Higiro, Vice Mayor of Kayonza District, on advancing the implementation of agricultural cooperation projects. Muhayimana Cyprien, Director of Agriculture and Natural Resources of Kayonza District, and Liu Jianxin, Chief Agronomist of Loudi Agriculture, attended the meeting.
座谈中，张斌对卡永扎市政府的热情邀请和周到安排表示感谢。他谈到，卡永扎市农业资源条件优越，水稻种植基础较好，灌溉发展潜力突出，是卢旺达东部省重要的农业发展区域，也是娄氐农业在卢旺达推进农业项目落地的重要合作区域。娄氐农业将充分发挥自身在水稻本地化种植、农艺技术服务、稻谷产后处理、农田开发建设等方面的经验和优势，积极推动双方在水稻种植、技术服务、合作社联动和农业产业链建设等方面开展务实合作。
During the meeting, Zhang Bin expressed sincere appreciation to the Kayonza District Government for its warm invitation and thoughtful arrangements. He noted that Kayonza District enjoys strong agricultural conditions, a solid foundation for rice cultivation, and significant irrigation development potential, making it an important agricultural area in Eastern Province and a key cooperation region for Loudi Agriculture to implement its agricultural projects in Rwanda. Loudi Agriculture will give full play to its experience and strengths in localized rice cultivation, agronomic technical services, post-harvest rice handling, and farmland development, and actively promote practical cooperation in rice cultivation, technical services, cooperative engagement, and agricultural value-chain development.
张斌表示，娄氐农业拟以建设“土壤适应性评价基地”为切入点，先期开展水稻品种适应性试验、土壤与水文条件评估、田间农艺数据采集等工作，为后续推进订单农业、合作社联动、规模化种植和农业产业链建设奠定基础。希望在卡永扎市政府支持和指导下，进一步了解当地水田资源、合作社组织、基础设施条件和项目推进机制，并在符合卢旺达农业主管部门相关政策和程序要求的基础上，稳妥推进后续合作。
Zhang Bin stated that Loudi Agriculture plans to begin with the establishment of a “Soil Adaptability Evaluation Base”, carrying out rice variety adaptability trials, soil and hydrological condition assessments, and field-level agronomic data collection. These efforts will lay a foundation for the subsequent promotion of contract farming, cooperative engagement, scaled cultivation, and agricultural value-chain development. He expressed the hope that, with the support and guidance of the Kayonza District Government, Loudi Agriculture could further understand local paddy-field resources, cooperative organizations, infrastructure conditions, and project implementation mechanisms, and steadily advance follow-up cooperation in accordance with the relevant policies and procedures of Rwanda’s agricultural authorities.
朱尔斯·希吉罗对娄氐农业到访卡永扎市表示欢迎，并介绍了卡永扎市农业发展、土地资源、灌溉条件及相关合作方向。据介绍，卡永扎市现有水田面积约2500公顷，目前约有4000名农民从事水稻生产，并已形成5个农业合作社。朱尔斯·希吉罗表示，卡永扎市高度重视农业发展和农民增收，欢迎娄氐农业结合自身技术、管理和产业经验，在卡永扎市开展务实合作。希望双方进一步加强沟通对接，围绕合作社对接、土地利用、合作机制和项目框架等事项加快推进，并根据卢旺达农业部及相关主管部门的正式文件和工作要求，依法依规推进投资协议签署、土地安排及种子相关事项。
Jules Higiro welcomed Loudi Agriculture’s visit to Kayonza District and introduced the district’s agricultural development, land resources, irrigation conditions, and relevant cooperation directions. According to the introduction, Kayonza District has approximately 2,500 hectares of paddy fields, around 4,000 farmers currently engaged in rice production, and five agricultural cooperatives. Jules Higiro said that Kayonza District attaches great importance to agricultural development and farmers’ income growth, and welcomes Loudi Agriculture to carry out practical cooperation in the district by leveraging its technical, management, and industry experience. He hoped that both sides would further strengthen communication and coordination, accelerate progress on cooperative engagement, land use, cooperation mechanisms, and project framework arrangements, and proceed with the signing of investment agreements, land arrangements, and seed-related matters in accordance with the official documents and requirements of Rwanda’s Ministry of Agriculture and Animal Resources and other competent authorities.
刘建新围绕水稻种植技术、品种适应性评价、田间管理、产后减损等内容进行了交流。他表示，将结合卡永扎市土壤、水源、气候和种植基础，扎实做好前期试验和数据采集工作，为后续项目规模化推进提供科学依据和技术支撑。同时，涉及水稻品种、种子试验和推广等事项，将严格按照卢旺达农业主管部门相关要求推进，确保项目合规、有序、可持续实施。
Liu Jianxin exchanged views on rice cultivation technology, variety adaptability evaluation, field management, and post-harvest loss reduction. He said that the company will take into account Kayonza District’s soil, water, climate, and existing farming conditions, and carry out early-stage trials and data collection in a solid manner, providing scientific basis and technical support for the subsequent scaling-up of the project. For matters related to rice varieties, seed trials, and promotion, Loudi Agriculture will strictly follow the relevant requirements of Rwanda’s agricultural authorities to ensure that the project is implemented in a compliant, orderly, and sustainable manner.
此次座谈进一步明确了娄氐农业与卡永扎市政府农业合作的重点方向和推进路径。下一步，娄氐农业将加强与卡永扎市政府、当地农业合作社及相关农业主体的沟通对接，并根据卢旺达农业部及有关主管部门的正式文件和工作安排，稳妥推进土壤适应性评价基地、订单农业合作及后续产业链项目在卡永扎市落地实施，为卢旺达粮食安全、农业增效和农民增收贡献企业力量。
The meeting further clarified the key cooperation priorities and implementation pathway between Loudi Agriculture and the Kayonza District Government. Going forward, Loudi Agriculture will strengthen communication and coordination with the Kayonza District Government, local agricultural cooperatives, and relevant agricultural stakeholders, and steadily promote the implementation of the Soil Adaptability Evaluation Base, contract-farming cooperation, and follow-up value-chain projects in Kayonza District in accordance with the official documents and work arrangements of Rwanda’s Ministry of Agriculture and Animal Resources and other competent authorities, contributing to Rwanda’s food security, agricultural efficiency, and farmers’ income growth.
