
娄氐农业与 Govern Well Rwanda 开展工作交流
近日,娄氐农业与卢旺达本地专业咨询机构 Govern Well Rwanda 开展工作座谈,双方围绕农业投资项目推进、本地化协同、政府事务沟通、土地资源对接及项目落地实施等内容进行深入交流。
座谈中,娄氐农业介绍了公司在卢旺达基加利基地运营、合作机制建设及下一阶段重点工作安排等情况。公司表示,卢旺达农业发展基础良好,政策环境稳定,农业现代化和粮食价值链建设空间广阔。娄氐农业将依托在农业开发、稻米产业链、农产品加工和项目组织方面的经验,稳步推进在卢旺达的农业投资与属地化运营。
Govern Well Rwanda 结合其在卢旺达公共治理、地方事务协调、项目管理和发展项目支持等方面的经验,围绕项目推进中的土地沟通、地方政府协调、行政流程衔接、社区关系维护、合规材料准备及后续执行机制等事项提出意见建议。双方认为,农业投资项目落地既要重视产业方案和技术能力,也要充分理解卢旺达地方治理体系、土地管理制度和社区协同机制,确保项目依法合规、稳妥推进、长期可持续。
据了解,Govern Well Rwanda 顾问 Justus Kangwagye 长期从事卢旺达地方治理、公共部门协调、社会组织管理和项目推进等相关工作,曾任卢旺达 Rulindo District 市长,并曾当选 Rwanda Association of Local Government Authorities(RALGA)主席,后在 Rwanda Governance Board 任职,是卢旺达公共治理和地方事务领域具有丰富经验的资深人士。
Loudi Agri Holds Working Exchange with Govern Well Rwanda
Recently, Loudi Agri held a working meeting with Govern Well Rwanda, a local professional consulting firm in Rwanda. The two sides exchanged views on the advancement of agricultural investment projects, local coordination, government affairs communication, land resource engagement, and project implementation.
During the meeting, Loudi Agri introduced its registration and operations in Rwanda, current project preparations, cooperation mechanism development, and key priorities for the next stage. Loudi Agri noted that Rwanda has a solid foundation for agricultural development, a stable policy environment, and broad potential in agricultural modernization and food value chain development. Drawing on its experience in agricultural development, the rice value chain, agricultural processing, and project organization, Loudi Agri will steadily promote agricultural investment and localized operations in Rwanda.
Govern Well Rwanda, based on its experience in public governance, local affairs coordination, project management, and development project support in Rwanda, provided suggestions on land communication, local government coordination, administrative procedure alignment, community relations, compliance documentation, and follow-up implementation mechanisms. Both sides agreed that the successful implementation of agricultural investment projects requires not only a sound industrial plan and technical capacity, but also a full understanding of Rwanda’s local governance system, land management framework, and community coordination mechanisms, so as to ensure lawful, compliant, steady, and sustainable project development.
It is understood that Justus Kangwagye, Consultant of Govern Well Rwanda, has long been engaged in local governance, public sector coordination, civil society management, and project implementation in Rwanda. He previously served as Mayor of Rulindo District, was elected Chairperson of the Rwanda Association of Local Government Authorities (RALGA), and later served at the Rwanda Governance Board. He is a senior professional with extensive experience in Rwanda’s public governance and local affairs sectors.
