6月2日，国务院正式发布《加快农业农村现代化"十五五"规划》（国发〔2026〕14号）。规划首次在五年规划层面将农业新质生产力、农业人工智能、低空经济、新能源农机等前沿方向纳入国家战略部署。涉农机方面，明确提出推进高端智能及丘陵山区适用农机装备研发应用，体系化推进新能源农机技术研发与产业协同，实行农机购置补贴"优机优补""有进有出"和老旧农机报废更新；涉智慧农业方面，要求加快农业AI技术创新和场景拓展，建设大规模多模态数据集，健全天空地一体化农业观测网络。规划目标到2030年农业科技自立自强水平大幅提高，到2035年农业现代化基本实现。

On June 2, the State Council officially released the Accelerating Agricultural and Rural Modernization "15th Five-Year Plan" (Guofa〔2026〕No. 14). For the first time at the five-year-plan level, the plan incorporates cutting-edge fields — agricultural new quality productive forces, agricultural AI, the low-altitude economy, and new-energy agricultural machinery — into the national strategic framework. On the machinery front, it explicitly calls for advancing R&D and application of high-end intelligent machinery and equipment suited to hilly and mountainous regions, systematically promoting new-energy agricultural machinery technology R&D and industrial coordination, and implementing "subsidies for superior machines" with dynamic entry and exit mechanisms alongside old machinery scrappage and renewal. On the smart agriculture front, it requires accelerating agricultural AI technology innovation and scenario expansion, building large-scale multimodal datasets, and strengthening integrated space-air-ground agricultural observation networks. The plan targets a significant increase in agricultural S&T self-reliance by 2030 and the basic realization of agricultural modernization by 2035.

截至6月初，2026年全国"三夏"小麦机收已全面展开，麦收总体进度近两成。西南地区及湖北麦收进入尾声，河南、安徽进度近一成，江苏、陕西等地陆续开镰。今年"三夏"全国将投入各类农机具超1700万台（套），其中联合收割机80多万台、参与跨区作业的20多万台。各地已设立跨区作业接待服务站3100多个，高速公路开通农机绿色通道5500多个，保障跨区机收顺畅进行。

As of early June, the 2026 nationwide "Three-Summer" wheat mechanized harvest is in full swing, with overall harvest progress approaching 20%. Harvesting has largely concluded in southwestern China and Hubei; Henan and Anhui have reached nearly 10% progress; Jiangsu and Shaanxi have successively started cutting. This year's "Three-Summer" campaign will deploy over 17 million units (sets) of agricultural machinery nationwide, including more than 800,000 combine harvesters and over 200,000 participating in cross-regional operations. More than 3,100 cross-regional service stations have been set up across localities, and over 5,500 expressway green lanes for agricultural machinery have been opened to ensure smooth cross-regional harvesting.

6月4日，北京市农业农村局发布《关于实施好北京市2026年农业机械报废更新补贴政策的通知（征求意见稿）》，面向社会公开征求意见至6月10日。该政策依据国家发改委、农业农村部关于2026年大规模设备更新和以旧换新的最新部署制定，旨在继续推进本市老旧农机淘汰更新。这也是各地落实国家大规模设备更新政策、加快农机以旧换新的最新地方实践。

On June 4, the Beijing Municipal Bureau of Agriculture and Rural Affairs issued the Notice on Effectively Implementing Beijing's 2026 Agricultural Machinery Scrappage and Renewal Subsidy Policy (Draft for Comments), open for public comment through June 10. The policy is formulated in accordance with the latest deployment by the NDRC and the MARA on large-scale equipment renewal and trade-in programs for 2026, aiming to further advance the phasing out and renewal of old agricultural machinery in the city. This marks the latest local practice in implementing the national large-scale equipment renewal policy and accelerating machinery trade-ins.

2026年河南省委一号文件首次将"农业机器人"写入省级政策，提出实施农机装备高质量发展行动，发展新能源农机、无人驾驶机械、农业机器人等装备，发展智慧农业，拓展AI、大数据、物联网应用场景。文件明确建强国家农机装备创新中心和洛阳现代农机装备国家先进制造业集群。

Henan's 2026 No. 1 Provincial Document has included "agricultural robots" in provincial policy for the first time, proposing the implementation of a high-quality agricultural machinery equipment development initiative — advancing new-energy agricultural machinery, autonomous vehicles, agricultural robots, and smart agriculture, while expanding AI, big data, and IoT application scenarios. The document explicitly calls for strengthening the National Agricultural Machinery Equipment Innovation Center and the Luoyang National Advanced Manufacturing Cluster for Modern Agricultural Machinery Equipment.

5月27日，四川省人大常委会通过《四川省农业机械化促进条例》，这是该省首部覆盖农机化全产业链的"促进型"地方性法规。专设"科技创新"章节，要求定期编制发布农机需求清单，优先熟化推广丘陵山区适用农机；明确推动农机与遥感、物联网、AI融合，拓展农业低空经济应用场景；在用地、金融保险等方面出台惠农组合拳。

On May 27, the Standing Committee of the Sichuan Provincial People's Congress passed the Sichuan Province Agricultural Mechanization Promotion Regulation, the province's first "promotion-oriented" local regulation covering the entire agricultural mechanization industry chain. It includes a dedicated "Science and Technology Innovation" chapter, requiring regular compilation and release of machinery demand lists and prioritizing the maturation and promotion of machinery suited to hilly and mountainous regions. It also explicitly promotes the integration of agricultural machinery with remote sensing, IoT, and AI, expands low-altitude economic application scenarios in agriculture, and introduces a combination of farmer-friendly measures in land use, finance, and insurance.

Inner Mongolia Bazhua Intelligent Technology's six autonomous laser weeding robots completed their first swarm operation demonstration in Chifeng. The robots utilize high-precision navigation + multi-machine coordination + machine vision + agricultural large model recognition to precisely eliminate weeds within 100 milliseconds, achieving a removal rate exceeding 95% at 40 times the efficiency of manual weeding, with zero pesticide residue and zero soil disturbance. The first batch of robots has already departed for Bayannur to serve 190,000 mu of silage corn.

德国Eternal.ag与荷兰Van Noord Growers扩大合作，将自主番茄采摘机器人"Harvester"从1台扩至3台。该机器人可日运行22小时，使用AI评估果实成熟度并自主采摘，已从试点进入商业扩展阶段。

Germany's Eternal.ag and the Netherlands' Van Noord Growers have expanded their collaboration, scaling up the autonomous tomato-picking robot "Harvester" from 1 to 3 units. The robot can operate 22 hours a day, using AI to assess fruit ripeness and pick autonomously, and has now progressed from pilot phase to commercial expansion.
