2015年5月,农业部等八个部委共同发布《全国农业可持续发展规划(2015-2030年)》,提出要“加快发展资源节约型、环境友好型和生态保育型农业”。该规划在过去“两型”农业(资源节约型、环境友好型农业)的基础上提出了更加科学的“三型”农业(资源节约型、环境友好型和生态保育型农业),强调全方面转变农业发展方式,改变拼资源消耗、拼环境安全、拼生态功能的粗放经营,注重提高质量和效益的集约经营上来,对确保国家粮食安全、农产品质量安全、生态安全、农民持续增收和农业可持续发展意义重大。
In May 2015, eight ministries and commissions including the Ministry of Agriculture jointly issued the National Plan for Sustainable Agricultural Development (2015–2030), which proposed to “accelerate the development of resource-conserving, environment-friendly and ecological-preserving agriculture”.
On the basis of the previous “Two-Type Agriculture” (resource-conserving and environment-friendly agriculture), this plan put forward a more scientific “Three-Type Agriculture” (resource-conserving, environment-friendly and ecological-preserving agriculture). It emphasizes the all-round transformation of the agricultural development model, shifting from extensive management that relies on resource consumption, environmental tolerance and ecological functions to intensive management that focuses on improving quality and efficiency. This is of great significance for ensuring national food security, agricultural product quality and safety, ecological security, sustained income growth for farmers, and the sustainable development of agriculture.
