Loudi Agri Visits the Chinese Embassy in Rwanda
4月29日，湖南娄氐农业开发有限公司卢旺达项目公司总经理张斌、首席农艺师刘建新一行拜会中国驻卢旺达大使馆，就公司在卢旺达推进水稻种业与农业综合开发项目有关情况进行汇报交流。中国驻卢旺达大使馆经商处参赞高志强热情接洽。
On April 29, Zhang Bin, Managing Director of Loudi Agri’s Rwanda project company, and Liu Jianxin, Chief Agronomist, visited the Chinese Embassy in Rwanda to report and exchange views on the company’s rice seed industry and integrated agricultural development project in Rwanda. Gao Zhiqiang, Economic and Commercial Counsellor of the Chinese Embassy in Rwanda, warmly received the delegation.
座谈交流中，张斌介绍了娄氐农业在卢旺达项目推进、属地化运营、农业合作对接等方面的基本情况。他表示，娄氐农业立足湖南、面向非洲，正围绕卢旺达提升水稻自给能力、完善农业产业链、加强农业技术本土化应用等现实需求，稳步推进水稻种业繁育、农业技术推广、订单农业、稻谷加工和属地人才培养等工作。项目推进过程中，公司将始终坚持依法合规经营，尊重当地法律法规和农业发展实际，积极履行企业社会责任，努力为中卢农业合作和当地粮食安全贡献企业力量。
During the meeting, Zhang Bin briefed the Embassy on Loudi Agri’s project progress, localized operations, and agricultural cooperation in Rwanda. He said that, rooted in Hunan and oriented toward Africa, Loudi Agri is steadily advancing work in rice seed breeding, agricultural technology extension, contract farming, paddy processing, and local talent development, in response to Rwanda’s practical needs to improve rice self-sufficiency, strengthen the agricultural value chain, and promote localized application of agricultural technologies. In advancing the project, the company will continue to operate in accordance with laws and regulations, respect local laws, policies and agricultural realities, actively fulfill its corporate social responsibilities, and contribute to China-Rwanda agricultural cooperation and local food security.
刘建新围绕卢旺达水稻种植条件、品种适应性、田间管理、技术推广等情况作了补充汇报。他表示，卢旺达农业发展基础较好，水稻产业提升空间较大。下一步，公司将结合当地气候、水利、土壤和农户生产实际，持续做好水稻种植技术服务和示范推广工作，推动中国农业技术经验与卢旺达本地农业生产条件更好结合。
Liu Jianxin provided a supplementary briefing on Rwanda’s rice-growing conditions, variety adaptability, field management, and technology extension. He noted that Rwanda has a solid foundation for agricultural development and considerable potential for improving its rice industry. Going forward, the company will continue to provide technical services and demonstration-based extension for rice cultivation in light of local climate, irrigation, soil conditions, and farmers’ production practices, promoting better integration of Chinese agricultural expertise with Rwanda’s local agricultural production conditions.
高志强对娄氐农业一行到访表示欢迎，并听取了项目有关情况介绍。他表示，农业合作是中卢务实合作的重要组成部分，也是服务当地民生改善和经济社会发展的重要领域。希望企业在卢开展项目过程中，进一步增强合规意识、安全意识和属地化意识，稳妥推进项目建设，加强与卢方相关部门、地方政府和合作机构的沟通对接，切实把项目做实、做稳、做好。大使馆经商处将按照职责范围，继续为在卢中资企业依法合规经营和开展务实合作提供必要支持和服务。
Gao Zhiqiang welcomed the delegation and listened to the project briefing. He noted that agricultural cooperation is an important part of China-Rwanda practical cooperation and an important field for improving local livelihoods and supporting economic and social development. He encouraged the company to further strengthen its awareness of compliance, safety, and localization while carrying out the project in Rwanda, advance project development in a prudent and steady manner, and enhance communication and coordination with relevant Rwandan authorities, local governments, and partner institutions, so as to implement the project in a solid, stable, and effective way. The Economic and Commercial Office of the Embassy will, within its scope of responsibilities, continue to provide necessary support and services for Chinese enterprises in Rwanda to operate lawfully and conduct practical cooperation.
双方还围绕卢旺达农业投资环境、中资企业属地化经营、农业技术合作、项目风险防控等事项进行了交流。娄氐农业表示，将认真落实使馆有关指导意见，进一步完善项目推进机制，加强内部管理和风险防控，积极融入当地发展需求，推动卢旺达水稻种业与农业综合开发项目稳步实施。
The two sides also exchanged views on Rwanda’s agricultural investment environment, localized operations of Chinese enterprises, agricultural technology cooperation, and project risk prevention and control. Loudi Agri said it will earnestly follow the Embassy’s guidance, further improve its project implementation mechanism, strengthen internal management and risk control, actively align with local development needs, and steadily advance the rice seed industry and integrated agricultural development project in Rwanda.
据悉，娄氐农业在卢旺达推进的水稻种业与农业综合开发项目，聚焦水稻种业繁育、农业技术推广、订单农业、稻谷加工和属地人才培养等方向，旨在通过产业化方式服务卢旺达提升粮食生产能力和农业现代化水平。项目已完成境外直接投资备案，取得卢旺达发展署投资证书，并与卢方相关部门和合作机构建立了前期沟通基础。
It is reported that Loudi Agri’s rice seed industry and integrated agricultural development project in Rwanda focuses on rice seed breeding, agricultural technology extension, contract farming, paddy processing, and local talent development. Through an industrialized approach, the project aims to support Rwanda in improving its food production capacity and agricultural modernization. The project has completed overseas direct investment filing, obtained an investment certificate from the Rwanda Development Board, and established preliminary communication with relevant Rwandan authorities and partner institutions.
