4月30日上午,海南省慈善总会与省渔业协会以“深化协作、凝聚力量、共促发展”为核心目标,在省渔业协会会议室召开公益协作交流座谈会,共探行业公益事业发展路径,为海南海洋经济高质量发展注入公益力量。
会议伊始,海南省农业农村行业党委副书记、省渔业协会党总支书记、会长钟英西致欢迎辞,并详细介绍协会公益工作开展现状与党建引领成果。他表示,海南省渔业协会始终坚持党建引领公益,在2022年海南疫情最严峻时期,由党总支牵头,会长钟英西一行9人奔赴临高、儋州、乐东、陵水、三亚等抗疫最前线,为一线防疫工作者送去医用防护口罩、矿泉水、椰子汁、椰子粉、八宝粥等急需物资,足迹遍布渔港、海岸派出所与防疫站点,用实际行动传递行业温度与共抗疫情的坚定信念。
钟英西会长同时提及,当前海南渔业正全力破解养殖贷款难、保险难等行业痛点,同时面临台风、病害等自然风险挑战。协会除在抗疫一线彰显责任担当、积极参与海龟保护放归等生态公益活动,践行“人与自然和谐共生”理念外,还立足行业发展需求,秉持纯粹公益初心,全力推进全产业链渔港建设招商、渔业集散地谋划布局以及全省船舶修造产业统筹谋划等工作,主动发挥桥梁纽带作用,积极做好各方沟通协调,助力渔业基础设施完善与产业布局优化,以公益服务赋能渔业全产业链发展。未来协会更需联合公益力量完善帮扶体系,为渔民生产生活与渔业产业发展筑牢保障防线。
随后,海南省慈善总会会长陆志远发表讲话,详细介绍总会在公益帮扶领域的重点方向与合作思路。他对省渔业协会在疫情防控、生态保护等公益事业中展现的担当给予高度肯定,并指出,海南作为海洋大省,200万平方公里管辖海域蕴含巨大发展潜力,但渔区公益服务、乡村振兴配套及防灾减灾能力仍需补齐短板,双方可依托各自资源优势,构建“公益+产业”协作模式,切实解决渔民急难愁盼问题。
陆志远会长还表示,省渔业协会先后荣获中共三亚市崖州区委、区人民政府授予的“抗疫爱心单位”,中共海南省农业农村行业委员会授予的“疫情防控、稳产保供先进单位”,以及中共海南省委非公有制经济组织和社会组织工作委员会授予的“先进基层党组织”等荣誉,这些荣誉正是协会党组织引领公益、践行社会责任的有力见证,也为双方后续合作奠定了坚实基础。
此次座谈会的召开,标志着海南省慈善总会与省渔业协会正式开启公益协作新篇章。未来,双方将以党建为引领,传承和发扬省渔业协会在抗疫、生态保护等公益事业中的担当精神,以实际行动践行“向海图强”使命,为海南渔业绿色化、高值化转型及渔区全面振兴提供坚实公益支撑。
Chairman Lu Zhiyuan of the Hainan Provincial Charity Federation Visits the Hainan Provincial Fisheries Association for Exchange and Discussion
On the morning of April 30, the Hainan Provincial Charity Federation and the Hainan Provincial Fisheries Association convened a public welfare cooperation exchange meeting in the Association’s conference room. Centered on the core objective of “deepening collaboration, pooling strengths, and promoting shared development,” the meeting explored pathways for advancing public welfare initiatives within the industry and injecting philanthropic momentum into the high-quality development of Hainan’s marine economy.
At the outset, Zhong Yingxi, Deputy Secretary of the Party Committee for the Agriculture and Rural Affairs Sector of Hainan Province, Secretary of the Party General Branch, and Chairman of the Hainan Provincial Fisheries Association, delivered a welcome address. He provided a detailed overview of the Association’s current public welfare initiatives and achievements under party leadership. He noted that the Association has consistently upheld a party-led approach to public welfare. During the most critical phase of the COVID-19 outbreak in Hainan in 2022, the Party General Branch took the lead, with Chairman Zhong Yingxi and a delegation of nine members traveling to frontline epidemic response areas, including Lingao, Danzhou, Ledong, Lingshui, and Sanya. They delivered urgently needed supplies such as medical protective masks, bottled water, coconut beverages, coconut powder, and porridge to frontline personnel. Their efforts reached fishing ports, coastal police stations, and epidemic prevention sites, demonstrating industry solidarity and a firm commitment to combating the pandemic.
Chairman Zhong further emphasized that Hainan’s fisheries sector is currently working to address persistent industry challenges, including difficulties in accessing aquaculture financing and insurance, while also facing natural risks such as typhoons and disease outbreaks. Beyond demonstrating responsibility during the pandemic and actively participating in ecological public welfare initiatives such as sea turtle conservation and release programs that embody the principle of harmonious co-existence between humans and nature, the association has also focused on industry development needs. Upholding a purely public interest orientation, it is advancing key initiatives, including investment promotion for the full industry chain fishing port development, strategic planning for fisheries distribution hubs, and coordinated planning for the province’s ship-building and repair industry. The Association continues to act as a bridge and coordinating platform, facilitating communication among stakeholders, improving fisheries infrastructure, and optimizing industrial layout, thereby empowering the entire fisheries value chain through public welfare services. Looking ahead, the Association aims to further collaborate with philanthropic forces to strengthen support systems for fishermen’s livelihoods and the sustainable development of the fisheries industry.
Subsequently, Lu Zhiyuan, Chairman of the Hainan Provincial Charity Federation, delivered remarks outlining the Federation’s key priorities and collaboration strategies in the field of public welfare assistance. He expressed high recognition of the Fisheries Association’s sense of responsibility demonstrated in public welfare efforts such as pandemic prevention and ecological protection. He pointed out that, as a major marine province, Hainan administers approximately 2 million square kilometers of maritime territory with significant development potential. However, gaps remain in public welfare services in fishing communities, supporting measures for rural revitalization, and disaster prevention and mitigation capacity. Both parties can leverage their respective resource advantages to build a “public welfare plus industry” collaborative model, effectively addressing the urgent needs and concerns of fishermen.
Chairman Lu also noted that the Fisheries Association has received multiple honors, including recognition as an “Outstanding Charity Unit in Pandemic Response” by the Yazhou District Committee and Government of Sanya, an “Advanced Unit in Pandemic Prevention and Stable Supply” by the Hainan Provincial Agriculture and Rural Affairs Industry Committee, and an “Advanced Grassroots Party Organization” by the Hainan Provincial Committee for Non Public Economic and Social Organizations. These honors serve as strong evidence of the Association’s Party-led public welfare efforts and social responsibility, and they lay a solid foundation for future cooperation between the two parties.
The convening of this meeting marks the formal launch of a new chapter of public welfare collaboration between the Hainan Provincial Charity Federation and the Hainan Provincial Fisheries Association. Moving forward, both sides will be guided by Party leadership, carry forward the Association’s spirit of responsibility demonstrated in public welfare endeavors such as pandemic response and ecological protection, and actively fulfill the mission of “strengthening development through the ocean.” Through concrete actions, they aim to provide strong public welfare support for the green and high value transformation of Hainan’s fisheries sector and the comprehensive revitalization of fishing communities.
